Technopark Serbia 2 – IP Component (TES-2 - IP)
The overall objective of the Technopark Serbia 2 – Intellectual Property (IP) Component is to contribute to the main objective of the Technopark Project, namely to “increase the competitiveness of the Serbian high-tech industry, which is expected to contribute to increased revenues, exports and job creation”.
Project background and context
Serbia has been rated as a country with a high potential for innovation. The country, however, is not yet strong enough in terms of commercialising knowledge and technology. The main reason for this is the lack of instruments, know-how and skills, especially in the Serbian regions. As the science and technology parks play an important role in commercialising the knowledge and technology of innovations, not to mention in exports by supporting high-tech business, the Project Technopark Serbia – Boosting exports through technoparks (now in its second phase) was funded by the Swiss State Secretariat for Economic Affairs (SECO) and implemented by the Science and Technology Park Belgrade (STPB). The IP-specific challenges which were observed during the planning of the second phase of the Technopark Project and implementation of the Swiss-Serbian Intellectual Project II made it necessary to design a separate project specifically focusing on the IP component of the Technopark Project. It will be funded by SECO and implemented by the Swiss Federal Institute of Intellectual Property (IPI) in close cooperation with the STPB. The STPB is a complex composed of five buildings, with a total of 20 levels. The STPB offers start-ups and SMEs business counselling, business training, marketing and promotion, and an innovation lab, among other services.

Objectives
The TES-2-IP objective is to contribute to the main objective of the Technopark project, namely to “increase the competitiveness of the Serbian high-tech industry, which is expected to contribute to increased revenues, exports and job creation”.

Activities
The TES-2-IP contributes to the main Technopark Serbia Project by raising awareness about intellectual property rights (IPRs) in start-ups through technoparks and the Serbian Intellectual Property Office (IPO). To this end, various activities will be implemented primarily aiming at the capacity building of an IP Officer, relevant STPB staff, Niš and Čačak science and technology parks’ staff in IP, and in high tech businesses. Furthermore, two workshops on IP will be held for start-ups. The project will, as well, provide support in IP searches for start-ups. The start-ups will also receive training through workshops on IP strategies, while the IP rights of the selected start-ups with the most potential and/or need, in view of the relevant markets and the given IP landscape, will be protected.

Alignment with Serbia’s general development priorities
The Information and Communication Technology (ICT) sector represents a sector with important export potential for Serbia. ICT is one of the largest sectors in Serbia with continuous growth of exports over the past decade. With a rising demand for computer services on the international market, the export potential will remain high. The Serbian Government intends to support the development of small and medium-sized enterprises, in particular in the ICT sector. It also aims to improve: the business environment and access to sources of funding; the continuous development of human resources; enhancing the sustainability and competitiveness of SMEs; improving the approach to new markets; and developing and promoting an entrepreneurial spirit including the encouragement of women’s, youth and social entrepreneurship.
The TES-2-IP project contributes to these objectives by strengthening the acquisition and protection of IPRs by the supported start-ups, as well as by raising awareness about commercialising IPRs.

Beneficiaries
The main beneficiaries of the TES-2-IP are:
- The young, highly educated people and tech-entrepreneurs. Creating high-quality jobs will offer them the opportunity to stay in the country, which will prevent brain drain;
- Technology companies (SMEs), which can be divided into two groups:
- Existing SMEs (international and domestic)
- Start-up companies to be founded in science and technology parks.
- The STPB by providing IP advice to the start-up companies and strengthening capacities in promoting IP.
- The IPO by strengthening capacities in awareness raising about the use of IP by SMEs.
- The start-up centre and/or Science and Technology Park Niš by strengthening capacities in IP.
- The Science and Technology Park Čačak by strengthening capacities in IP.
